What Oregon Organizations Need to Know

State compliance overview: Oregon prohibits computers, monitors, and televisions from being disposed of in garbage or at disposal sites. The modernized Oregon E-Cycles program launched January 1, 2026. Oregon DEQ states that anyone may bring seven or fewer eligible computers, monitors, televisions, and printers at a time to participating sites for free; keyboards and mice are also accepted. Businesses with larger volumes or special requirements can arrange commercial pickup, data services, and reporting; serialized tracking is an optional asset log service.

Oregon Data Breach and Record Disposal Considerations

Personal information left on discarded devices may create a data breach and expose a business to notification duties and possible penalties. Oregon law addresses secure disposal of personal information. When breach notification is required, Oregon’s Consumer Information Protection Act generally requires consumer notice as expeditiously as possible and no later than 45 days after discovery; Attorney General notice applies when more than 250 Oregon consumers are affected.

Important compliance distinction. A state recycling program or disposal ban does not, by itself, satisfy an organization’s data-security, privacy, contractual, retention, or audit obligations. The complete ITAD process should address both the physical asset and the information stored on it.

What electronics cannot be thrown away in Oregon?

Does Oregon E-Cycles replace a commercial ITAD program?

No. Oregon E-Cycles handles eligible devices at participating sites. A commercial project may also require pickup, custody records, data treatment, reporting, or an assessment of reusable assets. Serialized tracking is available when the asset log service is selected.

What documentation should an Oregon business retain?

Retain the pickup receipt or bill of lading and applicable certificates. If you need asset-by-asset records or serial-number details on a destruction certificate, request CTL’s serialized asset log before pickup. Keep any agreed valuation and settlement records.

Can reusable equipment be resold?

Potentially. CTL evaluates received equipment for repair and reuse first, unless the customer instructs destruction. Eligible items can be tested and valued for resale; a payment may be available after service costs, depending on condition and market demand.
